Gang Rules

All gang and MC organizations are expected to read, understand, and follow these regulations.

Important Notice

Rules are subject to change at any given time. It is your responsibility as a gang/MC leader and member to stay up to date. These rules apply to all whitelisted and unwhitelisted organizations operating within Final Call RP.

GR-01

General Rules

  • 01Under NO CIRCUMSTANCE will there be any toxic behavior in the Gang Discord. This will not be tolerated.
  • 02Sexism, racism, and all the bad stuff. Just don't do it.
  • 03Any instigation or beef OOC will not be tolerated or brought into the gang discord, main discord, or other people's DMs. This will result in an automatic 72-hour ban AND AN AUTOMATIC GANG STRIKE. Consequences are subject to increase if repeated.
  • 04Metagaming: Utilizing knowledge that your character did not learn IC through a legitimate roleplay scenario or interaction.
    • Do not carry OOC knowledge from any chat, streams, or discord into your character's knowledge while IC.
    • Make decisions solely based on what your IC character has experienced, heard, or seen in RP.
  • 05PD "Baiting" — the intentional act of provoking or teasing to trigger a reactive response from them.
    • Calling/texting PD continuously right as you wake up IC with no organic scene created. Depending on severity, this can be considered ForceRP.
    • Intentionally committing minor crimes just to get a reaction from certain PD officers.
  • 06If you cannot organically create an RP scene without using OOC knowledge (chat, streams, or discord), and you choose to use that knowledge instead, you will be pulled into a ticket and a gang strike will be issued.
  • 07DO NOT DM STAFF — OPEN A TICKET.
GR-02

Dual Character Conflict

Until population numbers reach above 45+, this rule is currently waived.
  • 01Under NO CIRCUMSTANCE can a HIGH RANKING gang/MC member also hold a HIGH RANKING LEO, EMS, or DOJ alternate character.
    • Gang High Ranks: Boss/President, Underboss/Vice President, Captain/Sergeant at Arms.
    • LEO High Ranks — SASP: Colonel, Lt. Colonel, Major, Captain. LSPD: Chief, Assistant Chief, Major, Captain. BCSO: Sheriff, Undersheriff, Major, Commander, Captain.
    • DOJ: All ranks are included — no high-ranking DOJ personnel may hold a gang/MC high-ranking role.
    • Marshalls: X-1 through X-3.
    • EMS: CHIEF-01, ASST CHIEF-02, DEPT CHIEF-03.
  • 02You are NOT to be in a Discord call with others while both parties are in the city. If your organization is found to be in a Discord call while IC, you risk immediate suspension of your org's whitelist. If un-whitelisted, your wait time to reapply will be extended at staff discretion.
GR-03

Establishing Whitelist

  • 01Must be done through gang tickets, first and foremost.
  • 02There must be a minimum of 3 members in your organization (reverts to 5 once population reaches 45+) before you can open a gang ticket.
  • 03Must provide the org's name, roster, and a letter of intent to be discussed amongst the Gang Staff within 42 hours.
  • 04There is a maximum of 20 members per organization. Non-members may not rep your org's colors to sneak past the 20-member cap.
  • 05As soon as you are given the green light for your two-week trial period, you will demonstrate the quality of RP you are bringing to the city.
  • 06Examples of activity the Gang Staff watches for during the trial period:
    • Toxicity.
    • Repetitive reports on members in gangs or the gang as a whole.
    • Gunplay over roleplay.
    • Meaningful storylines and quality RP.
    • Demonstrating the ability to follow FCRP server rules.
  • 07During the 2-week trial period, get your MLO, EUP, colors, and sprays all sorted and posted in your open gang/MC ticket.
  • 08To become established with Franklin and utilize the gang system to its fullest potential, your gang/MC needs to present him with a few items to become recognized. FOIC.
  • 09On the final day of your two-week trial, gang staff will reach out via your gang ticket to let you know if your gang/MC has been whitelisted or not.
  • 10If accepted, the MLO and EUP will be given to Dev Staff to be placed in the city (currently under an MLO freeze).
  • 11If official whitelisted status is denied, you will have to wait 7 days before having another sit-down with the Gang Staff.
  • 12Organizations are allowed to own 2 businesses within their entire group until the population reaches 45+ (this will go back to 2 once server population is met).
  • 13Must comply with all business rules within the main Discord.
GR-04

Once Official (Whitelisted)

  • 01If a member of your organization or your organization as a whole is habitually in tickets leading to a gang strike, gang staff has the discretion to potentially disband the organization depending on the severity of the infraction or pull the whitelist.
  • 02At any time, staff can revoke WL gang status if the gang's roleplay is not up to FCRP standards. Gangs should not be all about running around and shooting — there needs to be a valid RP reason for going to such extremes.
  • 03ALL members that actively represent your gang/MC MUST be on your roster, hang-arounds included.
  • 04Any changes within your roster need to be reported within 72 hours of that member joining or leaving your gang/MC. Failure to comply could result in a strike.
  • 05Representing a gang/MC consists of wearing clothing with the gang/MC logo on it, wearing a kutte, or wearing colors.
    • If a non-member is caught doing this and they are not on your roster, it will count as a strike on the entire gang/MC.
  • 06All Whitelisted gang members must also be in the FCRP Gang Discord with their correct IC name (first and last name).
  • 07Anything regarding the gang's roster, turf, or any changes needed — the boss/underboss or president/vice president must be the ones to post in their respective gang section in the gang Discord.
GR-05

Activity Requirement

  • 01Gang leaders need to be active within their gang/MC. Inactivity may result in disbandment.
  • 02If your gang/MC is found to be inactive for a noticeable period, WL will more than likely be pulled. We are limited on colors — if you don't want to be around to provide the RP, other gangs waiting for WL will be given priority.
  • 03If there is a CHANGE OF LEADERSHIP, please open a gang/MC ticket for verification and change.
  • 04There will be a 30-DAY GRACE PERIOD for the ownership of a disbanded gang's/MC's name.
  • 05Gang/MC jumping is not allowed. You cannot join a gang/MC for a day, then decide to jump to a new one the next day.
  • 06There will be a 5-DAY GRACE PERIOD before a boss can leave and start a new gang.
  • 07If a member chooses to leave the gang/MC, there will be a 5-DAY GRACE PERIOD before they can join a new gang/MC.
  • 08If a member is being recruited to a different gang/MC, both boss/presidents of each gang/MC must agree to this within RP and provide proof before that member can switch.
  • 09If Gang Staff pulls your gang/MC WL for any reason, all members must wait a 10-day grace period before joining a new gang/MC or beginning the process to create a new one.
  • 10Beef over a general color will not be tolerated. There are many gangs in the city and not enough colors. (This does not apply to custom WL gang clothing.)
GR-06

Losing Whitelist

  • 01If members drop below 3, you will have 72 hours to regain enough members to keep your WL status. (This will revert back to 5 once population reaches 45+.)
  • 02If WL was removed by gang staff based upon any infractions prior to being whitelisted.
  • 03If you are continuously in tickets breaking server or gang rules.
GR-07

Striking System

  • 01If 2+ members of your gang/MC violate any gang or server rule, your gang will be issued a strike.
  • 02If 3 strikes are reached, gang staff will determine the proper punishment.
  • 03Strike escalation:
    • If you are an unwhitelisted gang and receive a strike, it will be put on your record and will affect your WL approval.
    • If unwhitelisted and you receive 3 strikes, your wait for WL approval will be extended 30 days with the possibility of not being whitelisted. Staff discretion applies.
    • Certain offenses will result in a vote upon issuing TWO gang/MC strikes (e.g., LQRP/FailRP, gunplay over roleplay, toxicity, sexism, racism). If you know it's wrong, just don't do it.
    • Individual punishments such as server warning points or bans can also be issued to individuals.
    • Disbandment will always be at the discretion of gang staff.
  • 04Gang strikes, unlike server infraction violations, will fall off over time:
    • 1 STRIKE — 30 days.
    • 2 STRIKES — 60 days. Where single strikes are issued to make up 2 gang strikes, the 60 days begins at the most recently issued strike.
    • 3 STRIKES — gang staff will discuss disbandment of the gang/MC or any fitting punishment.
GR-08

In-City Rules

No toxic behavior will ever be allowed, including but not limited to the following:
  • 01Trash talking to the other party after you are shot down or not RPing your injuries.
  • 02Disrespecting someone after shooting them down.
  • 03Mag dumping someone after they are downed. The only excuse to mag dump is to get them on their back to rob them. Staff can tell the difference. (Excessive shots after death.)
  • 04Revenge tickets WILL NOT be tolerated. If you lose a beef/war, you lose — period.
  • 05Gangs/MCs can have a "HOME TURF" consisting of a 2–3 block radius. This home turf is an area in which you can defend with a maximum number of members. Your home turf must be submitted and approved by gang staff via ticket.
    • For Official Whitelisted gangs/MCs, this refers to your custom compound and a 2–3 block radius.
    • For Unofficial gangs/MCs, this will be an area you choose as your home to protect as your turf.
    • Make sure the area you are planning on taking makes sense for your gang/MC.
    • Spraying/gaining turf outside your 2–3 block radius is ONLY acceptable if your gang is actively trying to take that area.
  • 06There will be no tagging of another gang/MC's MLO or privately owned businesses.
  • 07No gang/MC shall use another gang/MC's spray in any way — this goes for the logo and sprays with another gang/MC's name. First offense: warning. Repeated offense: strike.
  • 08Jumping compound walls to tag anything will result in warning points (WPs) and a strike on your gang.
  • 09While shootouts with police can happen, do not let that be the only RP your gang/MC is providing for the city.
  • 10There will be no interference with EMS during treatment following a gang activity or shootout. This includes: looting them for medical supplies, holding EMS at gunpoint, or hijacking an ambulance to rescue a member.
  • 11Baiting "beef" is considered low quality roleplay and will not be tolerated.
  • 12Use of any form of aircraft during beefs/wars is prohibited. Scouting is allowed, but the aircraft must disengage before shooting begins. Dropping off members into vantage points is not allowed.
  • 13ONCE shooting/interaction has begun, YOU ARE NOT ALLOWED TO USE EMOTES.
  • 14Shooting at businesses or government buildings is NOT ALLOWED.
  • 15Green Zones — Medical Facilities (Capital, Sandy Med, and Paleto) are all Green Zones:
    • Crimes are not permitted in or around medical zones under any circumstance. This includes violent or criminal RP, baiting others into conflict, or using the area to avoid consequences.
    • ZERO TOLERANCE for using a Green Zone to hide, avoid RP, retaliate, or initiate RP with malicious or disruptive intent.
  • 16Beef should not be started at any businesses; however, if the RP leads to the business, it is acceptable to continue the scene.
  • 17During any gang/MC activity, each whitelisted gang/MC is allowed 7 members to join. This includes beefs, territory protection (sprays, drug sales, civilian death on territory, hunting, etc.). Any heists, jobs, or police interactions must follow FCRP's scene limit.
    • If your gang is pushing another gang's compound, the gang being pushed can utilize up to 20 members to defend.
  • 18During gang beef, there is a 60-minute cooldown between attacks that involve no retaliation. If Group A attacks Group B, Group A cannot attack again for 1 hour UNLESS Group B retaliates. If Group B retaliates, both parties must allow a 30-minute cooldown between fights.
  • 19If a known beef is happening between two groups, there still needs to be initiation before any shooting. BIRDIE IS NOT INITIATION.
  • 20Items or information that your gang/MC may need can be charged fees by the gang/MC that has those items or information, if they choose. Fees/taxes must be reasonable and proportionate to the activity. Fees shall be collected peacefully — intimidation is allowed. Gangs cannot place tax or charge fees on civilian-owned businesses.
GR-09

Gang Alliances

  • 01Gangs/MCs are allowed to formulate two alliances amongst each other as they see fit within RP.
  • 02Orgs CANNOT utilize civilians as allies.
  • 03The org you are allied with will also have you as their allied org.
  • 04No other gang/MC can help another gang/MC unless they are listed as their ally.
  • 05There is a 7-day cooldown from removing an allied gang/MC before you can take on another one.
  • 06Gangs/MCs can only use members from their allies to assist in beefs/conflicts while still abiding by member number restrictions.
  • 07Allied additions, changes, or removals must be reported in your section of the Gang Discord to a Gang Staff member. No exceptions — you will be in violation if you fight together without reporting.
  • 08If an active war is happening, no allied orgs are ever to be utilized.
  • 09Gangs/MCs are not obligated to have declared allies, but during conflicts they may not utilize other established organizations without a declared alliance.
  • 10Allies can aid in battles as long as they engage in some sort of interaction with the enemy stating they are with "X" gang/MC.
GR-10

Declared War

War should ALWAYS be the last option for ANY AND ALL ORGANIZATIONS. All other viable RP routes must have been taken to end things civilly before an official war can be implemented.
  • 01Gangs must be repping their colors during war. (Kuttes, flags, etc.) Blacking yourself out completely is not allowed.
  • 02When you are at war, your entire gang is at war, regardless of whether individual members want to be included.
  • 03There will be no "hand holding" in a war. Don't have your allies hanging out on your turf to boost your numbers. Your war is your gang's war — no one else's.
  • 04Allies can aid in battles as long as they engage in some sort of interaction with the enemy stating they are with "X" gang/MC.
  • 05During war, there is a 2-hour cooldown from the time the last member went down.
  • 06Once war terms are in progress and/or agreed upon, both groups' rosters are frozen until the war is completed.
  • 07If you are in the city and your compound is being pushed, you are allowed to join in defending your turf if asked for assistance. You are NOT ALLOWED to fly into the city just to join in on defending, especially if you were told about it OOC — that is metagaming.
  • 08If you are picked up or given medical treatment during a shootout, you CANNOT RETURN to your compound until the scene has concluded entirely.
GR-11

Compound Retreats

  • 01If a conflict has occurred within a two-block radius of a gang's home turf, they can retreat to their compound to protect the injured and gain advantage to defend their home turf.
  • 02The opposing gang/MC is within every right to continue to attempt to breach the compound if the conflict continues inside their property.
  • 03Gangs/MCs cannot retreat to their compound during an active conflict that has occurred outside their two-to-three block radius. The scene must be completed.
  • 04Gangs/MCs can retreat to their compound during a gang/MC vs. PD conflict if the scene occurred within their block radius. They may not retreat if the conflict or criminal act occurred outside their block radius. The owners of the compound accept responsibility — this gives PD probable cause to breach the compound and execute any search and seizures.
  • 05Organizations cannot retreat to their compound to evade criminal ramifications of drug sales, bank robberies, vangelicos, store robberies, or boosts. Any conflict that began as these crimes will have a no-retreat policy.
GR-12

Perma Death Agreement (PDA) — Blood In / Blood Out

PDA = perma of your character. Blood In/Blood Out = an act of violence to end time in the gang/MC, but does not result in a character perma.
  • 01If any gang/MC you join has either of these agreements, you will be required to honor it if you agreed to it.
  • 02Gangs/MCs are not required to have this agreement — it is up to each organization.
  • 03For a PDA to be pulled and your gang/MC to perma you, they must reach out to gang staff and get it approved. Leadership must provide sufficient evidence to satisfy the PDA break and FCRP gang staff's approval.
  • 04A gang/MC can decide to let you buy out or buy your PDA.
  • 05After a PDA is pulled, you will have 30 days to execute the PDA or else the person survives.
    • Any buyout or walkout agreements made are not to extend 30 days.
    • After 30 days from the time of the PDA pull approval, the person is free to continue living their life without repercussions from the original gang/MC.
  • 06If your PDA is pulled by your gang/MC, you must be active in the city consistently to survive your PDA.
  • 07ALL PDA pulls MUST be approved by Gang Staff.
  • 08The scene involving the PDA pull must be provided to gang staff after it has been executed, ensuring there was sufficient RP to support the scene. If the gang/MC doesn't put in the effort for the RP, the gang/MC could be subject to punishment.
  • 09If the Gang Staff believes the gang/MC is about to be in violation of any server or gang rules, the gang/MC's PDA pull can become null and void, allowing the member to leave without explanation and avoid perma/being bled out.
  • 10A gang/MC's internal rules alone do not automatically justify the execution of a PDA. Multiple factors are considered in the decision-making process. All is at the discretion of the gang staff.
  • 11Members are strictly prohibited from reaching out to gang staff or individual staff members privately to challenge, harass, or question any outcome. Failure to follow these expectations may result in disciplinary action.

All rules are subject to change without notice. It is your responsibility to check back often. Gang staff reserve the right to make decisions at their discretion — all final decisions must be respected by all members and organizations.
